Afternoon storms roll in; latest tornado warning for the Eastern Plains

The Eastern Plains and Front Range spent most of Saturday under severe weather warnings, with hail, high winds, and heavy rains pelting the region.

There were at least six confirmed tornado touchdowns, although all were short-lived. Only one tornado near Lucerne, north of Greeley, had reports of damage associated with it, according to the National Weather Service.

Strong winds partially destroyed the velodrome under construction in Erie near County Line Road and East Bonnell Avenue and resulted in power outages in that area.

Heavy winds as the storm approached the metro Denver area caused seven incoming flights at Denver International Airport to be diverted and contributed to 45-minute delays for others.

winds severely damaged the roof at Wons liquor store on East 160th Avenue and Washington Street.

Traffic on Interstate 25 came to a standstill near Colorado Highway 7 as the storm passed through the northern suburbs and into Denver.

Heavy rains caused streets in Westminster, Thornton and other areas to flood, according to police reports. Several cars were stuck in high water at E-470 and I-70 due to a flash flood.

Lightening also delayed the 7 p.m. start of the Broncos scrimmage at Sports Authority Field at Mile High for 45 minutes.

Weather conditions improved during the evening, allowing tornado watches that were supposed to last until 10 p.m. to be canceled early.

North central Arapahoe County and southwest Adams County, however, remained under a flash flood warning until 10:45 p.m.

Slow-moving storm cells throughout the afternoon resulted in multiple tornado warnings for Larimer, Weld, Morgan, Lincoln, Washington, Elbert and El Paso counties. Those warnings were often followed by flash flood warnings because of heavy rains.

Flooding and heavy hail were reported in Greeley, Evans and other northern Colorado towns. The Greeley Tribune received reports of 2 feet of water on U.S. 85 and 37th Street.

A tornado briefly touched down five miles north of Milliken and five miles west of Greeley, generating tennis ball-sized hail, the National Weather Service reported.

Among the first areas hit by severe weather was Morgan County, which received a tornado warning at 1:53 p.m. after a tornado was spotted 13 miles southeast of Fort Morgan.

Another tornado was spotted at 4:07 p.m. north of Genoa in an unpopulated area.

Although Saturday was expected to be one of the coolest days of the week, the temperature at Denver International Airport reached 89 degrees a little before 1 p.m.

"Sunday it's gonna warm up again to near 90," said Jim Kalina, meteorologist at the National Weather

Service in Boulder. "Today will be the coolest day probably of the week. Thursday and Friday looks like it might be cooled down a little bit."

Kalinda forecast a 30 percent chance of rain in Denver Saturday night and Sunday night, and a 20 percent chance during the day Sunday.

Kalina said there are still a few weeks left in monsoon season.

"After the middle of August it starts to dry out more," he said.

Texas Revolution participant marries future memoirist

On this day in 1836, at her home in Alabama, Mary Ann Adams married Samuel Augustus Maverick. The couple divided their time between Alabama and Texas until 1838, when they moved to San Antonio. In Texas Samuel had already been involved in the Texas Revolution and served as a delegate to the Convention of 1836. He became a leading land baron--the term "maverick," denoting an unbranded calf, derives from a herd of his cattle--and legislator. After her husband's death in 1870, Mary Maverick made efforts to see that the state's pioneer past was not forgotten. She was a prominent member of the San Antonio Historical Society and the Daughters of the Republic of Texas. She helped promote the annual Battle of Flowers celebration, and she served as president of the Alamo Monument Association for many years. Historians often refer to her watercolor sketch of the mission, and in 1889 she wrote a brief account of the fall of the Alamo. Her memoirs provide a vivid picture of life on the Texas frontier. She died in 1898.

Catholic school dismisses gay teacher after publicized wedding

A California man who taught for 17 years at a Catholic high school was fired days after he married his gay partner in a civil ceremony.

While school representatives declined to comment on the matter, an attorney representing 45-year-old Ken Bencomo says he was fired because of the same-sex ceremony.

"The reason given was that the marriage occurred and the school's position was that it violated church teachings," said attorney Patrick McGarrigle. Bencomo, a 45-year-old resident of Rancho Cucamonga, was head of the English department at St. Lucy's Priory High School in Glendora. He also worked as a yearbook moderator and dance coach.

Students say they were aware of Bencomo's sexual orientation.

"He never talked about his personal life to his students, but it's something that students and faculty knew," said former student Abigail O'Brien, 19. McGarrigle also said the school was aware long before he got married.

"St. Lucy's has known of Mr. Bencomo's orientation for years," McGarrigle said. "Administrators had been introduced to his partner in the past, so the suggestion that Ken's orientation is a surprise or that his lifestyle somehow violated doctrine is at odds with the school's knowledge and what seemed to be acceptance of him until most recently."

In an online petition protesting Bencomo's termination, supporters of the former teacher say a July 2 article in the Inland Valley Daily Bulletin prompted the school to dismiss him. Bencomo and his husband,

Christopher Persky, 32, were one of the first gay couples to line up at the San Bernardino County Assessor-Recorder's Office to get married July 1 following a Supreme Court decision allowing same-sex marriage.

He appeared in photographs and video for the story.

Sister Helen Dziuk, assistant principal at St. Lucy's, declined comment and referred inquiries to the school's attorney, Joseph Stark.

St. Lucy's officials later issued a written statement, saying the school plans to continue educating students "in the tradition of the Catholic faith." "As a Benedictine school, St. Lucy's is a community for those who wish to express Christian values in education and develop person and academic excellence," the statement said.

Stark said an attorney representing Bencomo contacted the school on Sunday, but declined to elaborate.

"I have yet to see what his allegations are, so I can't comment," he said.

While about 2,000 people had signed the petition by Wednesday and more than 1,300 had joined a Facebook discussion group about Bencomo, not everyone felt the school's decision was wrong.

James Wellman, a former board and executive committee member for the school, said he thought Bencomo might still be teaching at St. Lucy's had he not appeared in the newspaper.

"We should not forget that Ken has been teaching at a Catholic high school. Anyone who believes that St. Lucy's operates in a totally independent fashion from the Catholic Church is gravely mistaken," he said.

The Diocese of San Bernardino said its Catholic schools prohibit discrimination against teachers or other school employees based on their lifestyle choices.

"However, if a teacher or school employee makes a public display of behavior that is counter to church teaching - such as homosexuality, sex outside of marriage, having a child outside of marriage - that can impact their employment status," said John Andrews, diocese spokesman.

School policies outlined by the Archdiocese of Los Angeles say a staff member can be counseled or disciplined if he or she engages in "behavior counter to the moral teachings and standards of the church."

McGarrigle said Bencomo is hoping to resolve issues with the school without pursuing legal action.

US employers add 162K jobs, rate falls to 7.4 pct.

WASHINGTON?U.S. employers added 162,000 jobs in July, a modest increase and the fewest since March. The gain was still enough to help lower the unemployment rate to a 4 1/2-year low of 7.4 percent, a hopeful sign in an otherwise lackluster report.

The Labor Department said Friday that unemployment declined from 7.6 percent in June as more Americans found jobs and others stopped looking for one and were no longer counted as unemployed.

Still, the government said employers created a combined 26,000 fewer jobs in May and June than previously estimated. Americans worked fewer hours in July, and their average pay dipped. The figures suggest that weak economic growth might be making businesses cautious about hiring.

For the year, job growth remains solid. The economy has created an average 200,000 jobs a month since January. But the pace has slowed in the past three months to 175,000.

"A clearly weaker-than-expected report, but one should not overstate it?the unemployment rate continues to trend down and average job growth of 175,000 will be more than enough to continue to push it lower," Peter Newland, an economist at Barclays Capital, said in a note to clients.

Reaction to the employment report on Wall Street was slightly negative. Stock index futures gave up early gains and were little changed shortly after the report came out. The yield on the benchmark 10-year Treasury note fell to 2.64 percent from 2.71 percent as investors bought U.S. government bonds.

The Federal Reserve will review the July employment data in deciding whether to slow its $85 billion a month in bond purchases in September, as many economists have predicted it will do.

Weaker hiring could make the Fed hold off on any pullback in bond buying, which has helped keep long-term borrowing costs down. Yet it's possible that the lower unemployment rate, along with the steady job gains the past year, will convince the Fed that the job market is strengthening consistently.

"While July itself was a bit disappointing, the Fed will be looking at the cumulative improvement," said Paul Ashworth, chief U.S. economist at Capital Economics. "On that score, the unemployment rate has fallen from 8.1 percent last August, to 7.4 percent this July, which is a significant improvement."

But Beth Ann Bovino, senior economist at Standard & Poor's, said she thinks Friday's job report will make the Fed delay any slowing in its bond purchases.

"September seems very unlikely now," she says. "I'm wondering if December is still in the cards."

The government's revised totals show that May's job growth was downgraded to 176,000, below the 195,000 previously estimated. June's was lowered to 188,000, from the 195,000 reported last month.

The job gains in July were mostly in lower-paying industries, such as retail, hotels and restaurants.

But manufacturing added 6,000 jobs, driven by strong gains at auto plants. Those were the first job gains at U.S. factories since February. And professional services such as finance, accounting and information technology also increased.

Governments added jobs for the first time since April, driven by the fifth straight month of hiring by local government.

The economy grew at a subpar 1.7 percent annual rate in April-June quarter, the government said Wednesday. While that was an improvement over the previous two quarters, it's still far too weak to rapidly lower unemployment.

Recent data suggest that the economy could strengthen in the second half of the year.

A survey Thursday showed that factories increased production and received a surge of new orders in July, propelling the fastest expansion in more than two years.

The survey, by the Institute for Supply Management, also showed that the housing recovery is spurring more output by lumber companies, furniture makers and appliance manufacturers.

Businesses have ordered more industrial machinery and other equipment for four straight months. Europe's troubled economies are showing signs of recovery, potentially a lift to U.S. exports.

U.S. automakers are reporting their best sales since the recession, a sign that Americans are confident enough in their finances to make large purchases. Car sales rose 14 percent in July from 12 months earlier to 1.3 million.

Healthy sales have encouraged more hiring by Ford Motor Co. The company said last week that it will hire 800 salaried professionals this year, mostly in areas such as information technology, product development and quality control.

Chinese Woman Suspected of Vandalism in Washington

U.S. authorities are investigating whether a Chinese-born woman is responsible for the worst series of vandalism of historic sites in Washington in recent years.

Fifty-eight-year-old Jiamei Tian is awaiting a second court hearing in the U.S. capital Friday, in connection with the splashing of green paint at the Washington National Cathedral, where she was arrested Monday.
?
A police officer found Tian with several paint cans inside the cathedral soon after green paint was thrown onto decorative objects in two chapels. She also had green paint on her shoes.
?
The woman's detention followed the discovery of several other cases of vandalism involving paint at Washington historic sites on Thursday, Friday and Sunday. Police believe the incidents are connected.
?
Tian made her first court appearance on Tuesday to face a charge of felony destruction of property for allegedly causing the damage at the cathedral. The charge carries a maximum sentence of 10 years in prison and a fine of up to $5,000. The court ordered her to remain in custody because of concerns that she might flee if granted bail.
?
Officials involved in the hearing said Tian's English is weak. They also said she has revealed little about her herself to police, besides claiming that she lives in Los Angeles.
?
DC police chief Cathy Lanier told a local television station the woman may have mental issues.
?
Prior to her arrest, Tian attended a Sunday morning service at Washington's Luther Place Memorial Church.
?
Its administrator, Jack Reiffer, told VOA that several congregants shook her hand in a traditional Christian greeting, but noticed that she did not engage in conversation.
?
"Most people took her to be a homeless person who was sitting in on the service," Reiffer said. "That would have been fairly common here. We frequently have folks that we have not met before who come off the street and sit in the sanctuary."

He said several congregants returned to the sanctuary after the service and discovered that a mixture of paint, urine and feces had been splattered onto an organ and chairs around the pulpit, prompting them to call police.

The church already had informed police about a previous case of vandalism on Thursday, when green paint was found on its statue of Martin Luther outside the sanctuary. It was the earliest of the reported incidents.

Similar vandalism with green paint was discovered the next day at Washington?s Lincoln Memorial and the statue of John Henry outside the Smithsonian Castle.

A spokesman for the U.S. Attorney?s Office of the District of Columbia, Bill Miller, said there have been no recent vandalism cases in the city like those of the past week.

Court documents showed Tian had a U.S. visa that expired on Saturday. It is not clear how her immigration status will affect the court proceedings against her.

British Female Journalists Receive Bomb Threats Via Twitter

British police have launched an investigation after several female British journalists received bomb threats on Wednesday evening.?TIME?s Europe editor Catherine Mayer,?Hadley Freeman, a columnist for the Guardian newspaper, and Grace Dent, a columnist for the Independent newspaper,?all received identical tweets from an anonymous user or users whose Twitter handle contained a mix of letters and numbers. It appears the account has either been suspended or deleted. The threats follow threats of violence directed at other British women via their Twitter accounts.

Several other women were also targeted with the same threat: Sara Lang, a social media manager at the American Association of Retired Persons in Washington (Lang appears to be the only non-British-based woman targeted); Katie Hartwill, an assistant to British Member of Parliament Chloe Smith and Anna Leskiewicz, editor of Oxford University?s student newspaper, Cherwell.

Mayer says that she did not take the message seriously because ?it was phrased in a way that I found more amusing than sinister. I take it seriously as abuse but I didn?t actually believe at any point there was a bomb outside my house.? She adds that she did not retweet it, because that ?was in some way to validate that person,? but took a screen shot and notified police as well as Twitter.

Wednesday?s bomb threats come in the wake of nearly a week of threats of rape and murder targeted at Caroline Criado-Perez, a freelance journalist and feminist campaigner who successfully lobbied the Bank of England to feature a female face (other than the Queen?s) on British bank notes. Parliamentarian Stella Creasy, who took part in the currency campaign, was also targeted.

A recently started Change.org petition to get Twitter to add an abuse button has now received over 110,000 signatures. Twitter announced earlier in the week that it had introduced a button for reporting abuse on its iPhone app, and said it would look to do the same for its Android app and on its website.

Freeman, whose latest column for the Guardian, ?How to use the Internet without being a total loser,? addressed the issue of online abuse, told a reporter at her own newspaper that the sort of abuse and threats she already received on Twitter had escalated since the barrage of threats made against Criado-Perez and Creasy.

?Because of the bomb threat this time I called the police. There was that guy arrested for threatening to blow up an airport. If it?s illegal to threaten to bomb an airport, it?s illegal to threaten to bomb me,? said told the Guardian.

Twitter has come under criticism for its lack of communication in handling the threats to Criado-Perez and Creasy. Creasy, who said on BBC?s Newsnight that Del Harvey, Twitter?s head of safety, had admitted personally to her that she felt ?they had not got it right? in dealing with online abuse.

Mayer says that she is yet to receive a response from Twitter regarding the bomb threats. ?It?s funny because what I think is wrong on Twitter is that they?re supposed to be this wonderful interactive service and yet they don?t interact with us.?

Recent data shows that there has been a jump in the number of cases processed by Britain?s Crown Prosecution Services involving abusive messages sent online and through texts, with over 1,700 processed last year, according to the BBC. Twitter has responded to criticism saying, ?manually reviewing every Tweet is not possible due to Twitter?s global reach and level of activity.??Mayer notes that the social media giant is ?still trying to operate like it is a tiny little start-up, and it needs the infrastructure? to respond to claims of abuse in each country.

Criado-Perez and other Twitter users have begun using the hashtag #SHOUTINGBACK in response to threats as well as to other Twitter users who say the best policy is to ignore the abusers. Mayer says that the hashtag, and projects such as the Everyday Sexism Project, which catalogues on its website the abuse experienced by women on a day-to-day basis, serve as useful reminders that abuse should not be ignored. ?That?s why I reported it [the bomb threat]?because you have to log these things in order to make people understand that in the overall scheme of things, even small things matter.?

'Pacific Rim' sequel likely after $9 million opening in China

Ain't no way The Juice* can hide the fact that Pacific Rim is one of our favorites. And even though it looks like it won't break $100 million at the U.S. box office, a big opening in China opens the door for Guillermo del Toro to make a sequel. Who says China isn't helping our economy?

Deadline Hollywood's Nikki Finke says after a record-breaking $9 million opening there, the global total for the movie is $229 million and counting. Good thing the Chinese Jaeger pilots had that cool, red-armed mech Crimson Typhoon. Next week the movie opens in Spain, Brazil and yes, Japan, where the anime-inspired robots-and-monsters slugfest is sure to help the movie overcome a reported budget of as much as $220 million.

Finke says that in a summer full of mediocre action pics and superhero yarns, Legendary Pictures and Warner Bros. were counting on overseas tickets to make their money. Del Toro, meanwhile, has already been talking about what he would do with a sequel, saying writer Travis Beacham is full of ideas, too.

Frankly, we have no idea why a stinker like Grown Ups 2 takes the box office while an earnest and fun flick like Pacific Rim gets overlooked. Are we the only ones who grew up with Robotech, Voltron, Battle of the Planets and Godzilla? We'd like to get in on DVD sales now, if we can.

"Elysium" director Neill Blomkamp did some makeshift Photoshopping to show Damon, 42, the shape he wanted. Blomkamp "actually had a picture with my face tacked onto this guy with this body, and they literally hired me a trainer and I went to him with the picture," Damon told Variety. "It was four hours a day in the gym -- and I?m not 26 anymore, but I got in shape."

In the sci-fi movie, which opens Aug. 9, Damon plays a factory worker who must break into the protected rich-people space habitat of Elysium, or die trying.

Damon wasn't Blomkamp's first choice to play the role -- rapper Eminem was.?

"That's true -- people have been asking that," Damon acknowledged to the magazine. "Probably half of the movies I do have somebody else's fingerprints on them. It's the nature of the business. I've passed on things other actors have taken. You never know exactly what the alchemy is going to be. Sometimes you end up with somebody and you can't believe that wasn't your first choice the whole time. I've always felt the right actor gets the part."

Germany chides Egypt on 'selective justice,' Brotherhood defiant

CAIRO (Reuters) - Germany urged Egypt to avoid "the appearance of selective justice" on Thursday amid a crackdown on deposed President Mohamed Mursi's Muslim Brotherhood, which remained defiantly dug in at a protest camp the police have orders to remove.

There was no word on when the authorities would move against the vigil maintained by the Brotherhood since the army ousted Mursi on July 3 following mass protests. A cabinet statement on Wednesday appeared to signal imminent action.

In the month since Mursi's fall, police have rounded up many Brotherhood leaders, mostly on charges of inciting violence.

Mursi, who has been in army detention since his overthrow, also faces a judicial inquiry into accusations that include murder and conspiring with the Palestinian Islamist group Hamas.

The arrests, along with street violence that has killed more than 100 Mursi supporters, have fuelled global concern that the army-backed government plans to crush the Brotherhood even if it says it wants to involve the Islamists in a new transition plan.

"All appearance of selective justice must be avoided," said Westerwelle, speaking alongside his Egyptian counterpart, Nabil Fahmy.

Fahmy said: "There is no justice of vengeance and no selective justice. There is law and it applies to everyone."

The authorities brought formal charges on Wednesday against the Brotherhood's three top leaders, two of whom are in custody.

The government has been buoyed by huge pro-army rallies on Friday in response to a call by army chief General Abdel Fattah al-Sisi for Egyptians to give him a "mandate" to crack down on "violence and terrorism" - a reference to the Brotherhood.

"READY TO DIE"

With the Brotherhood camped out in the streets, Egypt is more polarized than at any time since veteran autocrat Hosni Mubarak was toppled in 2011, starting off a political transition fraught with unrest that has hammered the economy.

The government's new transition plan envisions parliamentary elections in about six months, to be followed by a presidential vote. The Brotherhood says the army has mounted a coup against a legitimate elected leader and want nothing to do with the plan.

With no sign of a negotiated end to weeks of confrontation, the interim cabinet said on Wednesday that two Cairo vigils by Mursi supporters posed a threat to national security, citing "terrorism" and traffic disruption.

It ordered the Interior Ministry to take steps to "address these dangers and put an end to them", but gave no time-frame.

"We are ready. We are ready to die for legitimacy. An attack can happen at any moment," said Mohamed Saqr, a Brotherhood activist guarding one of the entrances to the sprawling encampment centered around a mosque in northeast Cairo.

Wednesday's announcement appeared to undermine efforts by the European Union to negotiate a peaceful settlement.

EU foreign policy chief Catherine Ashton spent two days in Cairo this week, becoming the first outsider to see Mursi when she was flown after dark by military helicopter to his secret place of confinement.

An EU envoy in Cairo to pursue the mediation effort visited the main sit-in in northeast Cairo late on Wednesday.

Brotherhood spokesman Gehad El-Haddad posted a photo on Twitter of Bernadino Leon, the envoy, at the sit-in's media center. "This military coup is not accepted by a large segment of society," he said. "I think he (Leon) got the message."

"RECIPE FOR BLOODSHED"

Thousands of Brotherhood supporters are camped out behind sandbag fortifications at the Rabaa al-Adawiya sit-in. The entrances are guarded by volunteers with sticks, shields and makeshift body armor.

The interim government says the protesters are using guns.

The Brotherhood accuses security forces of whipping up trouble to justify a crackdown and has vowed to resist any attempt by the security forces to disperse the camps.

Such forcible action could set off more bloodletting after security forces shot dead 80 Brotherhood followers on Saturday and plunged the most populous Arab nation deeper into turmoil. The Brotherhood has called for a "million-man march" on Friday.

Human rights group Amnesty International called the cabinet decision to clear the camps "a recipe for further bloodshed" and a "seal of approval to further abuse."

Almost 300 people have been killed in violence since Mursi's ouster, inspiring fears in the West of a wider conflagration in Egypt, which straddles the Suez Canal and whose 1979 peace treaty with Israel is central to U.S. policy in the Middle East.

The United States, which supports the Egyptian military with $1.3 billion a year in aid, urged security forces in its longtime ally to respect the right to peaceful assembly. Two senior Republican senators are due to travel to Cairo next week.

U.S. Defense Secretary Chuck Hagel said on Wednesday the United States would proceed with a major military exercise called Bright Star in Egypt in mid-September. "We're planning on going ahead with it," Hagel told reporters at the Pentagon.

Hagel has been in regular contact with Sisi since the military unseated Mursi. But U.S. ties with Egypt's armed forces have shown signs of strain, notably when President Barack Obama decided last week to halt delivery of four F-16 fighter jets.

Southern Co. quarterly earnings drop to $297M

ATLANTA (AP) -- The Southern Co. utility said Wednesday that it took a $297 million after-tax loss on a Mississippi power plant and abandoned its attempt to raise its budget for a nuclear plant in Georgia.

Earnings for the Atlanta-based utility slumped 52 percent to $297 million in the second quarter, mainly because of cost overruns at a coal-fired power plant in Mississippi's Kemper County.

The utility reported earnings of $297 million, or 34 cents per share, down from $623 million, or 71 cents per share, a year ago. Earnings would have risen to 66 cents with one-time costs removed. That was two cents shy of Wall Street projections.

Southern shares fell 58 cents to close at $44.84.

The project to build Plant Ratcliffe, a coal gasification plant in Mississippi, has cost the Southern $611 million in after-tax charges this year. There could be more. CEO Thomas Fanning said the latest charges represent the company's best estimate, and he could not guarantee there will not be future losses.

"I certainly hope not. I can't guarantee it," Fanning said in an interview. "The biggest remaining risk is hitting schedule. As we progress in the construction, obviously we tend to kind of hone in on what the final cost will be."

Excluding one-time items, Southern Co. would have earned $575 million in the second quarter compared to the $602 million last year.

Construction costs in Mississippi have dogged the company for two quarters. In a settlement with Mississippi utility regulators, Southern agreed to cap costs for its customers at $2.4 billion. Customers may still have to pay off as much as $1 billion in bonds needed to finance the rest of the project, though the utility will not make a profit off that borrowed money.

The plant uses first-of-its-kind technology that supporters say will prove that the nation can still rely on coal energy even if there are further limits on greenhouse gas emissions. Plant Ratcliffe is designed to turn lignite coal into a gas that is burned to generate electricity. The facility is expected to capture much of the carbon dioxide released in the process and sell it to companies that use it in oil production.

Separately Southern gave up political ground on its budget to build two more nuclear reactors at Plant Vogtle in eastern Georgia. Southern Co. subsidiary Georgia Power owns a 46 percent stake in the project.

Southern Co. officials sought permission earlier this year to raise the construction budget for its share of the nuclear plant by $737 million to $6.85 billion. The company blamed the cost increases on licensing delays and construction and production problems. Under a preliminary deal reached Wednesday, Southern said it will drop requests to raise that budget. Instead, utility regulators will continue reviewing construction spending at regular intervals and decide whether the costs can be passed along to customers.

The elected members of Georgia's Public Service Commission are expected to vote on the deal in October.

The agreement would help Southern Co. avoid publicly disclosing sensitive information as it negotiates with plant designers and builders over which companies are responsible for more than $900 million in extra charges, primarily from licensing delays.

It also shifts more financial risk to Southern Co. If spending is below an approved budget, Georgia regulators must legally assume the utility's spending is prudent ? and, therefore, can be passed along to customers ? unless proven otherwise. If Southern Co. exceeds the construction budget, the burden is on the company to show that the spending is justified.

Syncapse In Bankruptcy After Laying Off Staff - Business Insider

Syncapse, the social media marketing management company that had hoped to provide enterprise-level solutions for companies such as Coca-Cola and Johnson & Johnson on Facebook, has filed for Chapter 15 bankruptcy protection in U.S. federal court.

Syncapse was one of Facebook's "preferred marketing developers," a company that qualifies to serve ads into, and gather analytics from, the social network.

The move suggests that the economics of social media marketing, absent being acquired by a bigger company, are more difficult than they may appear. Buddy Media and Marin Software, two competing companies, also recently revealed they were not profitable. Buddy Media was acquired by Salesforce, and thus non-profitability isn't an issue at that company. Marin went public and has financing. How long investors will tolerate its losses is an open question.

More recently, Fab.com, another big Facebook marketing client, laid off 100 people.

CEO Michael Scissons did not return two messages requesting comment. Scissons knew Facebook intimately. He was the Canadian director of Facebook media sales for the Interpublic ad agency network, starting in early 2006 ? years before others realized Facebook would be an ad medium. In addition to Coke and J&J, his clients included AB InBev, Diageo, and L?Or?al.

Syncapse is Canadian, so it filed as a foreign company. It listed 100 - 200 creditors and $10-50 million in assets. It claimed liabilities of $1 million - $10 million, according to the court file.

The company laid off a majority of roughly 100 employees a few days ago. The company has 154 employees in total throughout the globe.

Syncapse had raised $45 million (Canadian) from ABS Capital and Panorama Capital, but that was not enough to tide it through. The company had $9 million in revenue in 2010 (but lost $1.5 million on the bottom line), $12.9 million in 2012 (but lost $12.3 million), and $6.5 million in the first eight months of 2013 (but lost $6.3 million), according to court documents and Bloomberg.

It had a $200,000 weekly burn rate, the court filing states. Syncapse had taken a $2 million loan from BDC Capital, but on July 18, BDC demanded a default payment of $1,883,390. When Syncapse was unable to pay, it filed for court protection.

Syncapse listed US$1.54 million in cash, and approximately US$1.84 million in accounts receivable on its balance sheet, the court filings say.

Syncapse did not want for talent. Earlier this year, it hired?Tina Daniels, the former director/global agencies at Microsoft, as its chief revenue officer. It had also acquired Clickable last year in a $50 million mostly stock deal.
