America's future workers could benefit from improving a certain math skill in preschool

COLUMBIA, Mo. -- One in five adults in the United States lacks the math competency expected of an eighth grader, according to the United States Center for Educational Statistics. University of Missouri researchers identified how a lack of a specific math skill in first grade correlated to lower scores on a seventh grade math test used to determine employability and wages in adults. Intervention programs designed to overcome this early math deficiency could prepare students for later employment, help them make wiser economic choices and improve the future U.S. workforce.

"Our study made a connection between child psychology and labor economics in order to examine the roots of America's shortage of mathematically proficient workers," said lead author David Geary, professor of psychological sciences at University of Missouri. "We isolated a specific skill that has real world importance in employability and observed how that skill related to grade-school mathematical performance. By identifying a specific numerical skill as a target, we can focus education efforts on helping deficient students as early as kindergarten and thereby give them a better chance at career success in adulthood."

The particular math skill Geary identified, "number system knowledge," is the ability to conceptualize a numeral as a symbol for a quantity and understand systematic relationships between numbers. In Geary's research, having this knowledge at the beginning of first grade predicted better functional mathematical ability in adolescence. On the other hand, skill at solving math problems by counting didn't correlate to later ability. Students who started behind in counting ability were able to catch up, whereas students who were behind in number system knowledge stayed behind their peers.

"An early deficit in number system knowledge creates a weak foundation for later learning," said Geary. "That weak foundation can lead to a lifetime of problems, not limited to reduced employment opportunities. Poor understanding of mathematical concepts can make a person easy prey for predatory lenders. Numerical literacy, or numeracy, also helps with saving for big purchases and managing mortgages and credit card debt."

Geary's study involved 180 13-year-olds who had been assessed every year since kindergarten for intelligence, memory, mathematical cognition, attention span and achievement. All of these factors were controlled for in the analysis of scores on the employability tests administered in seventh grade. Demographic differences also were accounted for along with other factors.

The study, "Adolescents' Functional Numeracy is Predicted by Their School Entry Number System Knowledge," was published in the journal PLOS ONE. Mary Hoard and Lara Nugent, who are both senior research specialists at MU, were co-authors along with Drew Bailey, MU doctoral graduate and now postdoctoral fellow at Carnegie Mellon University. Geary is Curators' Professor and a Thomas Jefferson Fellow in the Department of Psychological Sciences in MU's College of Arts and Science.

Fuel of the future: Cheap hydrogen from water one step closer

Jan. 30, 2013 ? Hydro?gen has tremen?dous poten?tial as an eco-friendly fuel, but it is expen?sive to pro?duce. Now researchers at Prince?ton Uni?ver?sity and Rut?gers Uni?ver?sity have moved a step closer to har?ness?ing nature to pro?duce hydro?gen for us.

The team, led by Prince?ton chem?istry pro?fes?sor Annabella Sel?l?oni, takes inspi?ra?tion from bac?te?ria that make hydro?gen from water using enzymes called di-iron hydro?ge?nases. Selloni's team uses com?puter mod?els to fig?ure out how to incor?po?rate the magic of these enzymes into the design of prac?ti?cal syn?thetic cat?a?lysts that humans can use to pro?duce hydro?gen from water.

In this lat?est paper, Sel?l?oni and co-authors present a solu?tion to an issue that has dogged the field: the cat?a?lysts designed so far are sus?cep?ti?ble to poi?son?ing by the oxy?gen present dur?ing the reac?tion. By mak?ing changes to the cat?a?lyst to improve the sta?bil?ity of the struc?ture in water, the researchers found that they had also cre?ated a cat?a?lyst that is tol?er?ant to oxy?gen with?out sac?ri?fic?ing effi?ciency. What is more, their arti?fi?cial cat?a?lyst could be made from abun?dant and cheap com?po?nents, such as iron, indi?cat?ing that the cat?a?lyst could be a cost-effective way of pro?duc?ing hydrogen.

Sel?l?oni and her team con?ducted their research in sil?ico -- that is, using com?puter mod?el?ing. The goal is to learn enough about how these cat?a?lysts work to some?day cre?ate work?ing cat?a?lysts that can make vast quan?ti?ties of inex?pen?sive hydro?gen for use in vehi?cles and elec?tric?ity production.

The team included Patrick Hoi-Land Sit, an asso?ciate research scholar in chem?istry at Prince?ton; Roberto Car, Princeton's Ralph W. *31 Dornte Pro?fes?sor in Chem?istry, and Mor?rel H. 13 Former West Texas Prison Employees Indicted for Accepting Bribes

U.S. Department of Justice Press Release:

Federal authorities arrested 12 former Ector County Correctional Center (ECCC) guards and one former ECCC employee this morning for allegedly accepting bribes in exchange for smuggling contraband to inmates inside the federal detention facility announced United States Attorney Robert Pitman and Federal Bureau of Investigation Special Agent in Charge Mark Morgan, El Paso Division.

The defendants are individually named in 13 federal grand jury indictments returned on January 23, 2013, and unsealed today. The indictments allege that during 2011 and 2012, the correctional officers, as well as Barbara Garrett, a food service worker, smuggled in contraband to inmates, including cell phones and chargers as well as tobacco and marijuana, in exchange for cash in knowing violation of their official duties. Those indicted and arrested include:

  • Jovanna Marie Olivarez, age 21, of Odessa

  • Matthew Ryan Williams, age 20, of Odessa

  • Dennis Earl Newsome, age 63, of Austin, TX

  • Charlette Smith, age 46, of Odessa

  • Nancy Torres Morales, age 36, of Odessa

  • Gabriel Angel Navarette, age 23, of Odessa

  • Jennifer Armida Lopez, age 25, of Odessa

Each defendant is charged with one count of accepting a bribe. Upon conviction, each defendant faces up to 15 years in federal prison and a maximum $250,000 fine.

This case was investigated by agents with Federal Bureau of Investigation together with investigators from the Odessa Police Department and the Ector County Sheriff's Office along with cooperation from the United States Marshals Service and ECCC. Assistant United States Attorney John Klassen is prosecuting this case on behalf of the Government.

An indictment is merely a charge and should not be considered as evidence of guilt. The defendants are presumed innocent until proven guilty in a court of law.

NASA rocket to spur dazzling light show

NASA will launch a rocket Tuesday night on a mission that promises to put on a spectacular, albeit brief, light show over the U.S. East Coast that may be visible to stargazers along the Atlantic Seaboard, weather permitting.

Unsuspecting observers of the artificial night sky display? may be puzzled and amazed, so before you make that phone call to your local media outlet or police station, here is why this is happening and when you might see it.

The bright phenomenon will be caused by an experiment aboard a NASA sounding rocket. As part the mission, the rocket will release a chemical tracer that should create two bright, red-colored lithium vapor trails in space that may be seen by observers across the mid-Atlantic region, and possibly from even further away.

The rocket will be fired from NASA's Wallops Island Flight Facility on Virginia's Atlantic coast. Liftoff is slated to occur as early as 5:30 p.m. EST. The suborbital rocket, which can launch high above Earth but not orbit the planet, will be launched to test technology for gathering science data during future projects. By rocket's red glare
The launch window for tonight's NASA night light show opens at 5:30 p.m. EST and extends to 6:50 p.m. EST, but the optimum target time is 5:45 p.m. EST. NASA intends to photograph the resulting red luminescent trails from Wallops Island and from an aircraft as well.

Should weather conditions be unfavorable, the firings will be deferred to another night. Alternate dates run from Thursday through Friday (Jan. 30 to Feb. 1).

The sounding rocket that will be used to create the two NASA-made glowing cloud trails will be a Terrier-Improved Orion. In this technology test launch, two canisters in the rocket's payload section will contain solid metal lithium rods or chips embedded in a thermite cake. The thermite is ignited and produces heat to vaporize the lithium.

Once the vapor is released in space, it can be detected and tracked optically. The rocket will eject two streams of lithium that will be illuminated at high altitudes by the sun (which will be below the local horizon at ground level).?

Libby West, mission project manager with the NASA Sounding Rocket Program at Wallops, said: "This launch is a technology test flight for two upcoming missions. We will be testing two different methods for creating the lithium vapor to determine which configuration is best for observing various science phenomena in space."

During the flight, one vapor trail will occur at an altitude of about 72 miles (116 kilometers) and the second will occur at about 78 miles (126 km) up. When heated, the lithium rods change to lithium vapor and small amounts of lithium oxide. The thermite reaction produces iron and aluminum oxide. The lithium combustion process poses no threat to the public during the release in space.?

A NASA map for the mission shows the trajectory of the rocket launch, as well as expanding circles indicating the visibility of the lithium vapor streaks at different times.

In the map, the blue line extending out from the launch site toward the 4 o'clock position represents the trajectory of the rocket; at the end of the blue line is where the lithium clouds will be released.? The outer yellow circle extends for a radius of about 400 miles (645 km), marking the boundary where the clouds will appear at a maximum altitude of 10 degrees above the horizon. This is roughly comparable to the width of your clenched fist held at arm's length.

The key to making a sighting is to have a clear, unobstructed view of the horizon in the direction of Wallops Island. For example, a viewer in Raleigh, N.C., should look toward the northeast; in New Haven, Conn., you should face southwest; in Philadelphia, Pa., it'll be toward the southeast. In the table accompanying this guide, I have calculated the altitude and direction of where you should look for 15 selected cities.

If you live along the Atlantic Seaboard and live outside of the yellow circle, you should still make an attempt to try and see the lithium clouds . At an altitude of 78 miles, theoretically they might be seen as far as 850 miles (1,370 km) from the release point. Their altitude will be less than 10 degrees above the horizon, but assuming your sky is free of any cloud cover or haze and you have an unobstructed view in the direction of Wallops Island, you certainly will have a chance of getting a glimpse of this atmospheric experiment.?

Viewers as far north as southern Quebec and Nova Scotia and as far south as northern Florida might be able to catch the clouds as low as five degrees above the horizon.? ?

For places situated to the west, toward the Ohio and Tennessee river valleys, there will be a caveat in that the sun will have only recently set and the twilight sky may still be too bright to see the artificial clouds.

The gusty jet stream
Looking up along the trajectory from the ground, such chemical trails often appear distorted in complex ways. Among other things, their shape provides scientists with precise data on wind speeds and directions at various levels of the upper atmosphere. [ Earth's Atmosphere from Top to Bottom (Infographic) ]

The jet stream at nearly 80 miles (128 km) above the Earth's surface is much higher than the one commonly reported in weather forecasts. The winds found in this upper jet stream typically have speeds well over 300 mph (482 kph) and create rapid transport from the Earth's mid latitudes to the polar regions.

This jet stream is also located in the same region where strong electrical currents occur in the ionosphere. It is therefore a region with a lot of electrical turbulence, of the type that can adversely affect satellite and radio communications.

NASA plans to launch two more missions his year that will use the lithium trails to assist scientists in observing events in space. The first launch will blast off in April from Kwajalein Atoll in the Marshall Islands, located out in the central Pacific Ocean. The second flight will occur in June, again at the Wallops Flight Facility in Virginia.

Last year, NASA launched five sounding rockets in five minutes to create a spectacular light show that amazed stargazers all along the Eastern Seaboard.

"We?re being invaded!"
NASA used to conduct chemical cloud experiments from Wallops Island much more frequently during the 1960s, '70s and '80s, usually in the predawn hours when most people were asleep. Chemicals such as tri-methyl aluminum, barium and tri-ethylborane were used, often creating rather exotic colors of red, green and purple.

When such launches took place during convenient evening hours they usually took people by surprise. In March 1967, when three clouds were released around 7 p.m. they were followed by countless numbers of people all along the East Coast calling newspapers and police stations, asking for explanations of the strange sightings. One man described the rocket residue as "red balls of fire."

In January 1975, a barium cloud was released at around 5:30 p.m. in the evening. As luck would have it, the town of Riverhead, N.Y., was hit by a power outage at the very same moment that the cloud appeared in the sky.

This resulted in a panic among the local residents who believed that the cloud had something to do with the loss of their power. One man called the local police station and shouted: "We?re being invaded!? I can see the spaceship in the sky right now ? it's glowing with a greenish color and expanding as it's draining us of our electric power!"

OpenTable buys food photo-sharing app Foodspotting

NEW YORK (AP) ? Restaurant reservations site OpenTable says it is buying Foodspotting, a mobile app for finding and sharing photos of food, for about $10 million to help it personalize its service.

OpenTable Inc. lets people book reservations online, or through its mobile app, without having to talk to a person. It's used by about 26,000 restaurants around the world. The San Francisco-based company says it will use Foodspotting's formulas for restaurant recommendations to help tailor OpenTable for individual users.

OpenTable says it recently added photos of food from Foodspotting in a partnership with the company.

Foodspotting's founder, Alexa Andrzejewski, will join OpenTable along with most of the startup's 10 employees. OpenTable says it plans to keep the Foodspotting website and app going.

Newtown expands scope of planned children's museum

NEWTOWN, Conn. (AP) ? Months before she was killed in a gunman's rampage, Sandy Hook Elementary School Principal Dawn Hochsprung wrote a letter expressing her excitement over an effort to bring a children's museum to Newtown.

At the time, the proposal was fairly modest: a building of perhaps 20,000 square feet would provide art and science programs for area children.

Since last month's massacre, the plan has become more ambitious, with museums around the country collecting donations and organizers looking to renovate a 52,000-square-foot building to host the new learning center. A capital campaign that was to begin in the spring will start right away, with hopes of raising $10 million instead of the original $4 million.

"The need for the children's museum, which everyone thought was a great idea before, became almost a necessity," said Kristin Chiriatti, the museum's president. "People understood that the children will need a place to heal. We have so many children who are scared to go to school now and may have lifelong poor associations with learning."

It will still be a community museum, Chiriatti said, but it will also be a destination point for southwestern Connecticut.

The museum, first proposed in 2011, was to feature rotating exhibits on such topics as electricity, sound and outer space. Chiriatti called it "Everwonder," a play on the wonder the museum is meant to evoke and her question as to whether it would be possible to build, she said.

The group had been involved in hosting programs at the local library and envisioned a place for children to draw and conduct experiments.

Hochsprung wrote to Chiriatti in March that she supported the idea to engage students with hands-on, interactive experiences.

"In order for students to learn, they must be invested in what we are teaching," she wrote.

On Dec. 14, Hochsprung was among the victims of the rampage that killed 20 first-graders and six educators at Sandy Hook. The 20-year-old gunman killed his mother before driving to the school, opening fire and then committing suicide as police arrived.

The museum building will include some type of memorial to Hochsprung and the other victims, Chiriatti said.

"These children were our children's friends," she said. "We haven't decided how it will be done, except that it will be done in a cheerful way that celebrates childhood and education. Because that's what this is about: creating a cheerful place, filled with learning and enjoyment."

Architects and other professionals have agreed to volunteer for the project, which is tentatively planned for the campus of Fairfield Hills Hospital in Newtown.

And Chiriatti is getting help from other museums across the country.

Robert Dean, the executive director of a children's museum in Grand Rapids, Mich., got involved the day of the shooting, after a 9-year-old son of his museum's board president asked how they might help the kids in Newtown. He called a board meeting to brainstorm.

"We talked a letter-writing campaign and other things, but when we learned they were trying to build a children's museum, I just thought, 'Wouldn't it be great if they could have the same thing we have?'" he said.

A dollar from each admission fee collected at that museum and two others in Grand Rapids last Saturday will be donated to the Everwonder project.

Dean contacted the Association of Children's Museums, which launched a national effort. Museums are being asked to set aside one day this year and donate $1 from each admission that day to Everwonder. Chiriatti said she has already heard from four ? the Children's Museum of Brownsville, in Texas; the Seattle Children's Museum; the Tucson Children's Museum, in Arizona; and the Bucks County Children's Museum, in Pennsylvania.

She said they are hoping to raise all they need without seeking any money from an $8.5 million fund set up by the United Way to support the community after the massacre.

"They need to identify where that money is really needed, what is most important," she said. "If they need a counseling center, that should be where that money goes. It would be great to get some help, but we're certainly not going to be actively seeking that funding if it's needed somewhere else."

Chiriatti said they hope to have their museum opened by the end of 2015.

Egypt violence persists despite emergency moves

CAIRO (AP) ? Protesters and riot police clashed in Cairo and the riot-torn city of Port Said as Egypt's political violence stretched into a fifth day on Monday, despite efforts by the Islamist president to contain the crisis by imposing a state of emergency in three provinces.

At least 56 people have been killed in the wave of violence, which has led to the military deploying in Port Said and another city along the Suez Canal and threatened to shake the control of President Mohammed Morsi's government.

The main opposition coalition rejected Morsi's call for national dialogue to resolve the crisis, demanding that he first make deep concessions to break what opponents call the monopoly that Islamists have tried to impose on power. The National Salvation Front said it wouldn't join any dialogue until Morsi forms a national unity government and begins work to rewrite parts of the Islamist-backed constitution.

Morsi and the Muslim Brotherhood, which forms the backbone of his rule, have instead tried to take a tougher approach. Angry and at times screaming and wagging his finger, Morsi went on national TV Sunday night and declared a 30-day state of emergency in the Suez Canal provinces of Port Said, Ismailiya and Suez, which are named after their main cities. A nighttime curfew goes into effect in those areas Monday ? though protesters are likely to challenge it.

In Port Said ? the hardest hit city so far with at least 44 people killed in clashes over the weekend ? thousands poured out into the streets Monday for the funeral of six people killed during clashes the day before. They offered prayers on the dead at the city's Mariam mosque and marched with the bodies to the city's cemetery about a mile away.

Two army helicopters hovered above the funeral.

Clashes erupted in the evening in the al-Arab district of the city, and a security forces' armored personnel carried opened fire, one witness, Ibrahim Ezzideen, told The Associated Press. He did not have word on casualties. The same district saw heavy fighting the past two days.

In Cairo, hundreds of young, stone-throwing protesters fought pitched battles Monday with riot police near Qasr el-Nil Bridge, a landmark bridge over the Nile River next to major hotels. One protester died of gunshot wounds, according to health and security officials, who spoke on condition of anonymity because they weren't authorized to talk to the press.

White clouds of tear gas hung over the area from early on Monday morning and at times wafted across the river to the upscale island of Zamalek and the leafy district of Garden City. The fighting was reminiscent of scenes two years ago to the day, when police and protesters battered each other on the same bridge in the most violent day of the 2011 uprising that toppled autocrat Hosni Mubarak.

Anger over Morsi's latest measures was evident at the site of Monday's clashes, near Tahrir Square.

"People died to gain their freedom, social justice, bread. Now after 29 years of the despotic Mubarak, we're ruled by a worse regime: religious fascist, more dangerous," said Mohammed Saber, a 65-year old engineer who came to watch the clashes with his wife and children.

The wave of violence began Thursday and accelerated the following day, which fell on the two-year anniversary of the start of the anti-Mubarak uprising. Protests Friday that turned to clashes around the country left 11 dead, most of them in Suez.

The next day, riots exploded in Port Said after a court convicted and sentenced to death 21 defendants ? mostly locals ? for a mass soccer riot in the city's main stadium a year ago. Rioters attacked police stations, clashed with security forces in the streets and shots and tear gas were fired at protester funerals in mayhem that left 44 people dead over the weekend.

Throughout the past five days, anger over the policies of Morsi, who in June became Egypt's first freely elected president, and the slow rate of change have helped fuel the protests and clashes.

The opposition National Salvation Front has painted the explosion of unrest as a backlash against attempts by Morsi, the Muslim Brotherhood and other Islamists to monopolize power in Egypt. It says the instability is proof that Morsi doesn't have enough legitimacy to bring security or achieve reforms alone.

In his television address, Morsi repeated calls for a national dialogue to resolve the nation's problems, a call opponents have repeatedly rejected, saying the talks are mere window-dressing with no real say.

At a televised news conference, Salvation Front head Mohamed ElBaradei said the call was "without form and content."

ElBaradei said Morsi must first appoint a national unity government and a commission to amend the disputed constitution ratified in a referendum last month before the opposition can join a dialogue. He also wants Morsi to take legislative powers away from the Islamist-dominated upper house of parliament, or the Shura Council. Normally, the body is toothless with no lawmaking powers but it is serving in the role until a new lower house is elected. Fewer than 10 percent of voters bothered to cast ballots in elections for the body last year.

"We support any dialogue if it has a clear agenda that can shepherd the nation to the shores of safety," said ElBaradei, flanked by former Arab league chief Amr Moussa and leftist Hamdeen Sabahi.

The Front later issued a statement in which it said failure by Morsi to meet its conditions should be cause for early presidential elections, now scheduled for 2016. It also insisted Morsi, his administration and the interior minister bore political responsibility for last weekend's bloodshed and called for the lifting as soon as possible of the state of emergency declared in the three Suez Canal provinces.

It also called for mass, nationwide protests on Friday.

An official at President Mohammed Morsi's office said the dialogue will go ahead as scheduled later on Monday despite the absence of what he called "some forces." The official listed six parties and two political figures to be participating in the dialogue. They are mostly Islamist groups supporting Morsi.

The military was deployed in Suez on Friday and in Port Said the next day ? a move that threatens to drag the armed forces into a direct conflict with protesters.

The Cabinet on Monday approved draft legislation that would authorize the armed forces to work alongside police in keeping security and arrest civilians, the state news agency MENA said. The military would have that role until the end of parliamentary elections, expected in April.

The legislation, quickly adopted by the Shoura Council for approval, means soldiers would be maintaining law and order on the streets alongside the police at a time when many Egyptians are increasingly distrustful of both.

The state of emergency call has sparked criticism that Morsi is using the same methods as Mubarak, who maintained his police-state rule through emergency laws in effect over the entire country throughout his rule.

Morsi has struggled to address the country's daunting social and economic problems since taking power in June. A relative unknown until his Muslim Brotherhood nominated him to run for president last year, he has been criticized for offering no coherent policy to tackle seemingly endless problems, from a free falling economy and deeply entrenched social injustices to surging crime and chaos on the streets.

Bar Harbor, Maine -- Douglas Coleman, Ph.D., a retired Jackson Laboratory scientist whose work established the first clues to a genetic component in obesity, has won two major international science awards: the Frontiers of Knowledge Award in Biomedicine from the BBVA Foundation, based in Bilbao, Spain, and the King Faisal International Prize in Medicine from the Saudi Arabian King Faisal Foundation.

Coleman, 81, will share both prizes with Jeffrey Friedman, M.D., Ph.D., of Rockefeller University and the Howard Hughes Medical Institute.

"I'm delighted and honored to be sharing these awards with Jeff Friedman," Coleman said, adding that receiving news of both awards on Monday was "pretty amazing. It's like a hole in one!"

Coleman conducted his groundbreaking work in the 1950s and 1960s, with Friedman building on Coleman's discoveries from the 1990s to today. Together their work showed that chemical and genetic factors -- not just willpower and eating habits -- are involved in appetite control and obesity, opening possibilities for future pharmaceutical treatments. Their work also demonstrated that fat is not simply a passive energy-storage site, as previously thought, but is an endocrine organ that produces important hormones.

The BBVA Foundation will present its award to the scientists at a ceremony in Spain in June. The Frontiers of Knowledge Award in Biomedicine includes a 400,000-Euro (about $540,000) cash gift to be shared by the scientists. The Foundation is affiliated with BBVA (Banco Bilbao Vizcaya Argentaria), one of Spain's largest banks.

In the announcement for the prestigious King Faisal International Prize in Medicine, the organizers noted that the scientists' work in identifying and characterizing the pathway of the hormone leptin "has had a major impact on our understanding of the biology of obesity," adding that this work provides "more illuminating views of the endocrine system."

At a ceremony in Riyadh, Saudi Arabia, in March, the scientists will each receive a certificate, a gold medal and a cash endowment of $100,000. The King Faisal International Prize in Medicine has been awarded annually since 1981. The King Faisal Foundation was established in 1977 by the late King Faisal ibn Abd Al Aziz, a son of Saudia Arabia's founder.

The BBVN Foundation and King Faisal Foundation awards are the latest of several major scientific prizes that Drs. Coleman and Friedman have won. In October 2009, they received the Shaw Prize, the so-called "Nobel of the East," at a ceremony in Hong Kong. And on Oct. 1, 2010, they accepted the Albert Lasker Basic Medical Research Award in New York. Coleman's other honors include election to the National Academy of Sciences in 1998 and the 2005 Gairdner Foundation Award.

Barnes & Noble exec plans more store closings

(AP) ? Barnes & Noble plans to continue to shrink its store base.

The head of Barnes & Noble's retail group, Mitchel Klipper, said in an interview published Monday in The Wall Street Journal that the company will have 450 to 500 stores in a decade. That's down from about 689 currently.

Klipper said the chain plans to close about 20 stores a year over the period.

The largest traditional U.S. bookstore has been facing tough competition from online retailers and discounters that sell books and has been focusing on its Nook tablet, e-book reader and e-book business for growth.

A spokeswoman for Barnes & Noble said Klipper's remarks don't mark any change in its store closing plan.

"We have historically closed approximately 15 stores per year for the past 10 years," said spokeswoman Mary Ellen Keating. Some closings are due to the fact that stores are unprofitable and others are stores moving to better locations.

Although Barnes & Noble has for the most part stopped opening new stores in the past several years, Keating said New York-based Barnes & Noble opened two new prototype stores in 2012 and plans to test other prototypes in 2013.

"The company's management is fully committed to the retail concept for the long term," Keating said.

In addition to its traditional bookstores, Barnes & Noble operates 674 college bookstores.

Its shares fell 15 cents, or 1.1 percent, to close at $13.02 Monday. They have traded in a 52-week range of $10.45 to $26.

Possible link between electronic billboards and highway crashes

Jan. 29, 2013 ? A new study published in Traffic Injury Prevention has found that drivers take more and longer glances at electronic billboards than regular signs, indicating a possible link between these digital signs and highway crashes.

Eye-grabbing, electronic signs replacing traditional billboards along highways are meant to attract and keep the attention of passersby with bright colors and constantly changing messages. The ramifications for traffic safety have been long debated, and this study provides scientific evidence previously lacking.

The study used sophisticated eye-tracking devices to monitor the visual behaviors of experienced drivers passing traditional and electronic billboards during day and night conditions. The experimental route was a 40km long stretch of a three-lane motorway with heavy traffic running through central Stockholm, Sweden.

The electronic billboards attracted significantly more visual attention than the other traffic signs included in the study. Dwell times were longer, the visual time sharing intensity was higher, very long single glances were more frequent, and the number of fixations were greater for the electronic billboards. Although whether the electronic billboards constitute a traffic safety hazard cannot be answered conclusively based on the present data, these findings do validate existing concerns about the relationship between electronic billboards and higher crash risks.

According to the Office of the Privacy Commissioner of Canada (OPC) and the Dutch data authority College Bescherming Persoonsgegevens (CBP), the popular cross-platform messaging application WhatsApp violates privacy laws. A joint investigation between the two groups revealed that, with the exception of devices running iOS 6, the app requires access to a customer's address book in order to use the software. This stipulation results in non-user contact information being recorded to WhatsApp servers without permission, which contravenes Canadian and Dutch privacy laws. In September of 2012, the company added encryption to its services as a response to these investigations, but both the OPC and CBP remain concerned about unauthorized data collecting. As it stands, both organizations will continue to monitor WhatsApp's progress toward compliance, with the Dutch agency reserving its right to impose fines against the firm if necessary.

Ottawa, Canada and The Hague, The Netherlands, January 28, 2013 -The Office of the Privacy Commissioner of Canada (OPC) and the Dutch Data Protection Authority (College bescherming persoonsgegevens, (CBP)) today released their findings from a collaborative investigation into the handling of personal information by WhatsApp Inc., a California-based mobile app developer.

The coordinated investigation is a global first, as two national data protection authorities conducted their work together to examine the privacy practices of a company with hundreds of millions of customers worldwide. This marks a milestone in global privacy protection.

"Our Office is very proud to mark an important world-first along with our Dutch counterparts, especially in light of today's increasingly online, mobile and borderless world," said Jennifer Stoddart, Privacy Commissioner of Canada. "Our investigation has led to WhatsApp making and committing to make further changes in order to better protect users' personal information."

Jacob Kohnstamm, Chairman of the Dutch Data Protection Authority, adds: "But we are not completely satisfied yet. The investigation revealed that users of WhatsApp - apart from iPhone users who have iOS 6 software - do not have a choice to use the app without granting access to their entire address book. The address book contains phone numbers of both users and non-users. This lack of choice contravenes (Dutch and Canadian) privacy law. Both users and non-users should have control over their personal data and users must be able to freely decide what contact details they wish to share with WhatsApp."

Key findings and outcomes

The investigation focused on WhatsApp's popular mobile messaging platform, which allows users to send and receive instant messages over the Internet across various mobile platforms. While WhatsApp was found to be in contravention of Canadian and Dutch privacy laws, the organization has taken steps to implement many recommendations to make its product safer from a privacy standpoint. At this time however, outstanding issues remain to be fully addressed.

The investigation revealed that WhatsApp was violating certain internationally accepted privacy principles, mainly in relation to the retention, safeguard, and disclosure of personal data. For example:

In order to facilitate contact between application users, WhatsApp relies on a user's address book to populate subscribers' WhatsApp contacts list. Once users consent to the use of their address book, all phone numbers from the mobile device are transmitted to WhatsApp to assist in the identification of other WhatsApp users. Rather than deleting the mobile numbers of non-users, WhatsApp retains those numbers (in a hash form). This practice contravenes Canadian and Dutch privacy law which holds that information may only be retained for so long as it is required for the fulfilment of an identified purpose. Only iPhone users running iOS6 on their devices have the option of adding contacts manually rather than uploading the mobile address numbers of their address books to company servers automatically.
At the time the investigation began, messages sent using WhatsApp's messenger service were unencrypted, leaving them prone to eavesdropping or interception, especially when sent through unprotected Wi-Fi networks. In September 2012, in partial response to our investigation, WhatsApp introduced encryption to its mobile messaging service.
Over the course of the investigation, it was found that WhatsApp was generating passwords for message exchanges using device information that can be relatively easily exposed. This created the risk that a third party may send and receive messages in the name of users without their knowledge. WhatsApp has since strengthened its authentication process in the latest version of its app, using a more secure randomly generated key instead of generating passwords from MAC (Media Acess Control) or IMEI (International Mobile Station Equipment Identity) numbers (which uniquely identify each device on a network) to generate passwords for device to application message exchanges. Anyone who has downloaded WhatsApp, whether they are active users or not, should update to the latest version to benefit from this security upgrade.
Next steps

The OPC and CBP have worked closely together, but have issued separate reports, respecting each country's data protection law (Canada's Personal Information Protection and Electronic Documents Act (PIPEDA) and the Dutch Data Protection Act (Wet bescherming persoonsgegevens (Wbp)). Following the issuance of their respective reports of findings, the OPC and CBP will pursue outstanding matters independently.

Following investigation, the Dutch Data Protection Act provides for a second phase in which the CBP will examine whether the breaches of law continue and will decide whether it will take further enforcement actions. The Dutch legal framework contains the possibility to enforce the Dutch privacy law by imposing sanctions.

Under Canada's PIPEDA, the OPC will monitor the company's progress in meeting commitments made in the course of investigation. In most cases, companies are cooperative in meeting their obligations, and WhatsApp has demonstrated a willingness to fully comply with the OPC's recommendations. Unlike the CBP, the OPC does not have order making powers.

FIFA, IOC send condolences to Brazil fire victims

SAO PAULO (AP) ? FIFA and local organizers canceled an event celebrating 500 days to go until the 2014 World Cup because of a nightclub fire that killed more than 230 people in southern Brazil on Sunday.

FIFA said it maintained confidence in Brazilian authorities' security plans for the World Cup, but the event scheduled for Monday in the capital of Brasilia was called off in respect to the victims of the fire in the southern city of Santa Maria.

Organizers said they felt "extremely sad for what happened" and expressed "their sympathy to the families of the victims."

The unveiling of the official World Cup poster was scheduled for Monday but also was postponed. The poster will be unveiled Wednesday after a meeting of the local organizing committee in Rio de Janeiro.

FIFA Secretary General Jerome Valcke, who began a four-day visit to Brazil on Sunday, posted a message on his Twitter account expressing sympathies.

"Very sad to hear of the tragedy in southern Brazil. My condolences to the families of victims," wrote Valcke, who is scheduled to visit Fortaleza, Brasilia, Salvador and Rio de Janeiro in the center and north of the country.

Santa Maria is about 155 miles from Porto Alegre, among 12 World Cup host cities, in the same state of Rio Grande do Sul. The nightclub fire, which appeared to be the world's deadliest in more than a decade, is likely to again increase scrutiny of safety efforts ahead of the World Cup and the 2016 Rio de Janeiro Olympics. FIFA reiterated its belief that the local organizing committees and Brazilian city, state and federal agencies are up to the task.

"FIFA has full confidence in the security plans of the LOC and the local authorities," soccer's governing body said in a statement.

The 2016 Rio organizing committee expressed "solidarity with the families and friends of the victims of this tragedy," adding "it wishes a quick recovery to those affected."

The International Olympic Committee said that "we simply send our sympathies to friends and families."

Hosting the World Cup and Olympics two years apart has heightened attention on security and crime issues in Brazil, although the discussion has focused possible violence. South Africa's relatively high rates of violent crime were similarly scrutinized before the 2010 World Cup, but that tournament was held without major incident.

Because of the tragedy, the Rio Grande do Sul state soccer federation canceled Sunday matches in its first-division regional championship. There was a minute of silence honoring the victims before matches across the country.
